Reoffending remains a significant challenge in England and Wales, with the latest official proven reoffending rate at 28.9%.
The risk is even greater for people leaving custody without stable accommodation: adults who were homeless or rough sleeping on release had a proven reoffending rate of 72.1%, compared with 34.8% for those released into settled accommodation.
Stable accommodation is associated with reduced reoffending and is often linked to stronger support networks.
That is why we are proud to work in partnership with the Ministry of Justice, in consultation with the Police, Local Authorities, and His Majesty’s Prison and Probation Service, to deliver the CAS-3 Tier programme.
Our service provides prison leavers with up to 84 nights of temporary accommodation, together with practical, person-centred support from the very first night of release. By combining safe housing with early support, we help people regain stability, reduce the risk of homelessness, and begin building a pathway towards settled accommodation and a more positive future. The wider evidence on prison resettlement is clear: people leaving prison are more likely to reoffend when they are not properly resettled into the community, including when they have nowhere to live.
Our aim is simple: to ensure that no one leaves prison without the offer of a safe place to stay — and that every person we support has a real opportunity to move forward.
Our Process
How it works
We currently deliver accommodation for prison leavers throughout the North West.
In each area, we offer a mix of self-contained and shared accommodation, so we can provide safe, suitable places for people at a critical point in their lives.
At Paradigm Property Solutions, we believe that good-quality accommodation matters. That is why every property is furnished to a comfortable, serviceable standard, with access to kitchens, bathrooms, and shared living spaces where appropriate.
Each resident also receives a welcome pack with basic food essentials and toiletries, helping them settle in from the moment they arrive.
Alongside accommodation, we provide ongoing support to help people take the next steps towards a more stable, independent, and crime-free future. Our Support Officers visit residents every week, offering practical guidance, encouragement, and accountability throughout their stay. These visits also help ensure that residents are meeting any bail conditions and licence requirements.
By combining safe accommodation with consistent support, we help give people the foundation they need to move forward with confidence.

1. Arrive
From the first night of release, we provide safe, temporary accommodation for people leaving prison who would otherwise be at risk of homelessness. This gives each person an immediate place to stay, along with the security and breathing space needed to begin rebuilding their life.
2. Stabilise
Once someone is settled, our Support Officers work with them to understand their needs and help them take the next steps forward. This includes practical support with housing applications, benefits, budgeting, tenancy readiness, and connecting with local services. For those who need additional help, we can support a move into supported housing, where more structured support is available.
3. Move Forward
Our goal is always to help people move towards greater independence and long-term stability. Where appropriate, this may involve a step into transitional housing, giving residents the opportunity to build confidence and independent living skills before moving on to settled accommodation. By creating a clear pathway forward, we help people build the foundations for a safer, more secure future.
